I know plenty of people who should not be gambling online because the laws in their country or state deems the practice to be illegal and yet they still gamble online anyway in full knowledge that what they are doing is completely legal. I do not actually think, as far as i am aware of, that there are any tough kind of penalties in place to deter people from gambling online illegally in the first place. There are harsh penalties in place for online gambling service providers for doing the wrong thing, to the point that they might get shut down, but when it comes to people who gamble online when they should not be i don't think that there is any kind of penalty in place to stop them, without much of a punishment there to deter them they aren't going to think twice before gambling online, whether they are in germany or any other country.
