Unlawful Internet Gambling Act D-Day extension (UIGEA)

Postby trishelle-NY » Tue 1 Dec 2009 13:09

The department of Treasury and Federal Reserve Board in the United States of america made an announcement on the 27th of November that the compliance date for the Unlawful Internet Gambling Enforcement Act (UIGEA for short) has been granted a six month extension, taking the full compliance due date from the 1st of december 2009 to the 1st of June 2010. The extension is a great and significant victory for both the Poker Players Alliance (who submitted the petition for the delay) and also Internet Poker. The ruling allows an additional six months for Congress to re-asses the act and clarify the definition of "Unlawful Internet Gambling" in a way that distinguishes the game of poker. The Poker Players Alliance chairman and former senator, Alfonse D'Amato stated that " The Poker Players Alliance is extremely pleased with the decision by the Federal Reserve and Treasury to grant the six month extension, This is a great victory for poker but an even greater victory for advocates of good and fair public policy. These additional months are critical to provide legislators time to clarify UIGEA and pass legislation to license and regulate poker early next year."
John Pappas is the executive directior of the PPA said that he thinks the extension of the six months instead of the requested year may actually help pokers cause by poviding a sense of urgency to those who are in congress and whom support the licensing and regulation of the Internet poker industry and he also went on to say "I think it will force Congress to act quickly on this rather than drag their heels thinking they can deal with this later because they have a year, Hopefully we will have some movement in the House and Senate. If there's good progress being shows, we are hopeful we would be granted another delay."
Rep. Barney Frank (D-Mass), who was an instrumental person in helping to secure the extension, has schedualed a hearing in The House Financial Services Commitee for thursday to open the discussions on his bills which are HR 2266 (The Reasonable Prudence in Regulation Act) and HR2267 (The Internet Gambling Regulation, Consumer Protection, and Enforcement Act). He also went on to say "This will give us a chance to act in an unhurried manner on my legislation to undo this regulatory excess by the Bush administration and to undo this ill-advised law,"
The Poker Players Alliance filed the joint petition on the eighteenth of september 2009 with the Nation Thoroughbred Racing Association and also the American Greyhound Track Operators Association. In the ruling made by the Treasury Department and the Federal Reserve Board, the acknowledgement was made that letters of support for the petition had been received from regulated financial institutions, assosciations representing regulated financial institutions as well as members of Congress. After many years of the Online poker industry and gambling industry being the target of attacks from Congress and also the Department of Justice, the people are beginning to hold more of a favor towards Internet Poker.

Hopefully this extension will give everyone a chance to speak up and say what they really think and feel on the issue rather than it just quickly being passed through without anyone really getting any kind of a say in it. Seems much more fair this way, and hopefully they can come up with a less confusing way of explaining it all to those of us who enjoy playing online poker because so far this whole thing seems to have caused a great deal of confusion within the online poker community which won't really ease until they tell us what is really going on.

I feel that the extension of the Unlawful Internet Gambling Act was a much needed one in order for them basically to figure out what they are doing in the first place, it seems to be nothing but an act that was snuck through athough in somewhat of a forceful manner because what it was attached with was something which could not be turned down which gave the act instant passage without any chance for real discrimmination and debate over it. The extension will hopefully allow for the government to more clearly explain and even understand what it means for online poker players in the United States of America.

They need to pull their fingers out on this because it is proving to be more hassle than it is actually worth. Some people argue that it is simply a way for them to grasp at straws, a way to gain more revenue with the hopes that banks will slip out and severe financial punishments can be handed over to the banks for such actions and therefore the act can help ease the economic woes of the United States of America and yet they really should be legalizing poker online and regulating it, that is where the real cash is, what they are doing now doesn't really help any one at all as far as i am concerned. And it won't stop people playing anyway, it is not like that is the only way that you can play.

I do understand their reasons behind wanting to bring this act into place, i do understand that there really is a need for it because unfortunately there are plenty of people who enjoy gambling put they take it to an excess and end up gambling much more than what they bargained for without even meaning to, they get carried away easily and can lose their life savings in the space of just a few days. The unfortunate part of all of this is that no one really understands what is going on right now with it all, we are not being informed properly and as a result people do not know what to do. They are trying to help people by restricting the banks from allowing transactions to take place from clients accounts for the purposes of funding a gambling account but whether they bring it in and it will actually be of any use in helping curb this trend is yet to be known.

There are a lot of people who do have or do develop a gambling addiction either in the establishment in person or online but really it is not fair to blame the gambling company or the entire industry itself. The people do make the decisions themselves and they are not forced to do it all and yet when these people who are addicted to gambling lose their money and are confronted by friends and or family members about their gambling problem they are very quick to turn around and point the finger of blame at the gambling places and not at themselves. They need to do this for these people because these people will not do it for themselves.

It is not fair for any one to be blaming the gambling establishments or the gambling industry for other people developing a gambling addiction. Look at it this way and you will see the double standard that exists in society today when it comes to gambling. If a person develops an addiction to shopping to the point where they spend their life savings and pass off other financial responsibilities in order to be able to use that money to be able to go shopping instead, the friends and families, and no one in general, do not go off and put the blame on the shopping centres and shopping websites for their friend or family members developing that addiction. Yet in the world of gambling people are quick to blame the gambling industry and websites. This is a double standard which people need to realise before making such judgements.

If people really are wanting to gamble on the internet they will do it no matter what methods they have to use to deposit money into their gambling accounts. Take away one method of depositing from them and another method of depositing will pop up not to long after. The only way that this may help to lower the compulsive gambling rate is by the way that money is not immediately available as they will have to use methods that may take a bit longer for the funds to reach the account but this is still not going to work all of the time because people can just do things such as using their credit card to fund their paypal account and similar accounts like paypal and then use these accounts to fund the gambling accounts.

It has been around for a very long time now, a few years I do believe. But they never really spoke much of it after it slipped though the neccessary channels. It seemed to just get put in and never thought of or spoken of to the public again until the d day for complete compliance was looming and then it all popped up, causing heaps of online poker players a hell of alot of worry and confusion and even caused a few online poker players to give up their online poker despite how much they like it because thay were not sure about if they are legally allowed to do it or not. I don't think that they realised that it would turn out like this and maybe all of this may force them to re consider it and more thoroughly go through it and figure it all out.

When ever i think about the Unlawful Internet Gambling Enforecement Act i do not think about ways that this will prevent me from being able to deposit into my poker accounts or anything like that , my mind just seems to go straight to thinking about how much of a dilemma this whole thing has turned out to be. What a disaster it has been, i don’t know if they intended for it to cause this much of a problem and this much confusion but if that was their aim all along then i guess it is mission accomplished for them, If that was not the plan then let’s just hope that they use this extension time wisely to iron out the very big wrinkles in the whole plan.
